I think this is a central topic to tackling peripheral visual processing and should at least be mentioned if not explained in detail

The cones and rods are "inhibitory" cells, and when they are hyperpolarised they cannot inhibit the bipolar cells. The bipolar cells are "excitatory" cells, and when they are not inhibited, they can excite the ganglion cells, and the electric impulse is propagated by the optic nerve to the vision cortex.
