Because she was devastated, cloud was so out of it in the end of rebirth because eveybody was sad that aerith died but cloud seems to be fine with it, remember cloud is the only one who can saw aerith and he think she is fine but she is still dead and there is a whole theory about the aerith we saw in the end might not be our aerith it might of been jenova using her images but at this point nobody had an actual answer about that because it was intentionally vague, tifa obviously doesn't now what to do about this and it's not as simple as talking to cloud and everything would've been fine, the situation is much more complicated than that due to how messed up cloud's mind was but she will have the right time and moment and places (the lifestream scene) where she is literally inside's cloud mind and she is going to help cloud to regain himself

There will be no choice in part 3 the story will happen like in the original she will momentarily lead the party in cloud's absent and then they are going to find cloud in the town of mideel and then she decided to stay there accompanying cloud because he was so out of it he can't even speak and after that a giant weapon attack the town and both cloud and tifa fall into the lifestream and that's where we get the scene, it will happen chronologically not a choice
