Why do you go to the settings to turn ADB off/on when there is a big blue button in Mouse toggle app to turn it off and on?

I have the fire stick 4k and it did not work but I installed the second one fire stick HD and that’s working great.

Hello great video the red circle on my tv screen will only move to the 4 corners and won't scroll properly to download the mouse toggle app any suggestions to fix this please many thanks.
Perhaps you hold your finger on the scroll buttons for too long? Try doing it bit by bit
I turned adb bugging off five times and it’s still stuck on starting what do I do?
Try pressing on the Play button two times, the mouse cursor should appear
Status is stuck on starting even on turning ADB off and on please help
Try doubleclicking the Play button then, the mouse toggle may appear

Mine never changed from “starting” to “started” 😢. I tried several times to turn off debugging and turn back on, no success
