it has nothing to do with power, or highly unlikely. more like your cpu is thermal throttling or your ram is maxed out! one way to make everything run better is cap your framrate at like 10% less of your usual max fps this will help keep the 1% lows higher which is where you see stutter

if your system is older than 2years it could also be your thermal paste on the cpu is dried out. sometimes just pulling your cooler and re aplying fresh will fix it
