99 vw alh tdi noise, mk4 jetta

what is this noise? changed cam followers and cam is like new, still noise?.
255,378 miles, no metal in oil, no codes, 390-400 psi compression across all 4 cylinders. I bought it like this and looking to fix it but wondered if anyone has this noise and what was your outcome? thanks

I have this same noise! currently replacing the hydraulic lifters, camshaft, and all TB components. I really hope that fixes the problem! so annoying. (ALH TDI MK4)
