My grandmother taught me a trick for cutting tassels straight that works every time. You only need 2 pieces of heavy cardboard and some tape. After attaching the tassels lay your scarf on a flat surface put one piece of card board at least 3 inches wider than the scarf and the the length you want your tassels underneath them snug to the attachment site. Put the second cardboard on top, cut this piece just a bit wider than scarf but same length as desired tassel legnth. Tape the top board to bottom board, move the whole shebang to the edge of the flat surface (table) so that the excess fringe hangs over the edge and your tassel sandwich is resting securely on the table. With a very sharp scissors cut! Remove boards... And you should have nice straight tassels!

You said you chain only 10 to make it short, so do I need to do more chains when I make the scarf to make it wider?
Cast the number of chains as wide as you like the scarf to be. It can be between 16 chains to 22-24 chains. Happy Crochet!
