assuming, you haven't seen the rest of the cutscenes... the real Okita is seen as a "pretty boy" and since he was killed in a flashback, the Okita you see here accepted an offer to take the name. ...Other than that, yes this is a rather nice looking man.

The story seems to be mostly unchanged. The biggest changes seem to be the new casting, rebalanced gameplay (with the use of soldier cards outside the battle dungeon now), new substories (we're not sure yet if they are in addition to what the original had, or if they are replacing some of the old ones), and the use of a new engine (Unreal Engine 4).
the hell is Shinsegumi anyway? Omi x Tojo in one group? Mine is also here ....if only characters like Kuze already made it in the game ...daamn EDIT: Well shiiit, I guess Kuze is making it in the game FOR FAITH BABY!!!!
bastiisalive The thing is, it isn't really a Yakuza organisation at all. Shinsegumi is some kind of a police force during the late Edo Period in Japan. Take a big bite of this here, Ishin is set in an alternate continuity, specifically the near end of the historical Edo Period before the Meiji Restoration Period. It has no connection to the canon continuity whatsoever.
Shinsengumi is a police force that had existed in Japan in the Bakumatsu era and they have been hunting down criminals and cut them down and as far as their achievement goes, they participated in the Ikedaya incident where they killed a group of men who are planning to burn Kyoto, assassinate Shogunate officials and kidnap the Emperor

And after Bakumatsu and other events in history, eventually Hijikata assumed a name "Araki Hirohiko" and became a mangaka.
