Some thoughts on the Renegade changes:
It's been great for fractals to make Icerazor AoE and Darkrazor cast instantly with higher defiance break. Having a bonus when combining slot skill casts is a fun mechanic even though it resembles other mechanics like tablet empowerment, but the bonus damage on Soulcleave is nothing to write home about. In fact, Soulcleave is horrible for damage still, and I think that would be the first thing to address.
The condi variant is solidified as a high damage build, but the power variant is supposedly more supportive? Soulcleave should be an incentive to use, and right now it isn't. It also expires after some 20 seconds even though it can now be maintained infinitely.
And while this build does perform well in high-end fractal groups, that's no reason for it to be so poor everywhere else.
To bring it up in mostly other modes, Soulcleave damage would be the primary thing in my opinion, but it could also be buffed indirectly through Relics. Relic of the Brawler is probably the most intuitive one for this build, and making the duration longer in PvE would bring up the performance of this build. Or we could hope for another fun Relic addition in the coming expansion that interfaces well with Renegade.
Icerazor's strike damage did go down overall, and I think it would be fair to bring it up a bit. But another thing worth considering is actually bringing back damage on Battle Scars, and all the other mangled changes to Devastation. Generally I don't think the damage is purely a Renegade problem, but a Revenant problem. Instead of addressing the shared issues between Revenant builds, we've just been seeing buffs to Vindicator to compensate. There is also Greatsword which *should* have been the go-to weapon for all builds, but it just does not perform well at all.
TL;DR my wishlist would be to buff Soulcleave, take a proper look at Devastation traits, and give Greatsword a better spot in the current balance.

Would gs still be okay and would this still be acceptable in raids?

As the title suggests I would say this is barely acceptable to begin with, but why not. Skill is the only limiting factor.

So Icerazor into empowered Darkrazor for extra dmg and Resistance on Darkrazor isnt worth it unless you need the CC or the Resistance? Meaning the build which was already almost useless outside of Fracs is now slightly better for Fracs on the supportive side (Resistance & faster CC) but deals even less DMG than before and the new empower mechanic is basically irrelevant on the power version? That is very sad. I hope they improve Soulcleave and/or give Icerazor increased strike dmg when empowered.
