I suspected the relay since the first time you got the resistance reading on the element. The element is just a resistor so if it is got normal resistance reading (10s of ohms) It is going to heat up, Only if you see high resistance reading like 1000 ohms it is basically open circuit, Alo it can short to ground, But then it would just trip your electrical.
That's a normal repair needed on the board. Change the relay on the board I think it's in near of the pump. And repair the cable on top. It's not a big jop. I'm sure you can fix it.
Very frustrating, i guess all u can do. is try get to the relay, if that doesnt sort it... then its time to move it on to someone else :) seems to much history to brick it

could be as simple as a loose connection on the module down the bottom, id stick at it if I was you
