Can we consider the RTX 4070 Super as a budget 4K Option ? Does it provide enough headroom to somehow achieve that 4K 60 FPS experience, without RT. Well it can yes, but not always. When aided by Frame Gen, it certainly hits close, and can easily cross the 60 FPS line if you are willing to user DLSS Upscaling. However the main hindrance comes in form of that 12GB of VRAM as its simply not enough for 4K Gaming in some of the recent titles. But given the price, it surprisingly hits its mark close enough to consider this as a budget alternative to Ultra HD gaming.
4070 super owner here. people that doubt 4070 super for 4k are delusional. for a lot of multiplayer games like cs2, valorant, dota you can easily play at 4k ultra with like 200 fps (I'm not sure about the exact max fps because my monitor is 160 hz and it never drops below in those games). now, for modern AAA titles, you can tweak the settings just a tiny bit and you'll easily get above 60 fps in 4k. yes, maybe it won't be an absolutely perfect 4k, but keep in mind that even 4090 can't handle some games at stable 60 fps without dlss (e.g. wukong). and 2k ultra is worse picture quality than 4k almost-ultra. if you have the funds, it's still worth going for 4070 ti super or 4080, but 4070 super is great value for the money, so if your budget only allows a 4070 super, just go for it. P.S.: I also recomend to pair it with ryzen 7 7800x3d. they really shine together
