Although of course I'm stereotyping, you find that Americans use sarcasm more often as a comedic trope rather than an entire theme like this show is doing. In the shows you've mentioned, the majority of the comedy in them panders to the general, American audience and employs different forms of comedy such as satirical, racial or toilet humour. I don't think I need to prove my point in the case of Family Guy. For every show you named I can name a British, comedy show which more or less thrives on the theme of sarcasm (Blackadder, Only Fools and Horses, The Office). I don't think these shows would have been as famous in America in their original forms (Hence why they changed the style of the Office when they made an American remake). In fact, I heard an American girl saying yesterday that she had found it difficult to adjust to British sarcasm as she barely knew when people were joking or serious. (Also, irony and sarcasm are different.) So, although I understand they're not all idiots that have no idea what sarcasm is, I'd contend that the majority of Americans don't use it as often because they simply don't find it funny which often means they don't always realise when someone is being sarcastic.
