In the ACC, teams like Clemson, Florida State, Miami & Virginia Tech need to focus that 75% on football because those are the teams pulling the ACC football train. In men's basketball, UNC, Duke, Louisville & Syracuse need to focus that 75% on that sport because those teams are the ACC brands in basketball. For the NC State's and Wake's, they need to pick either football or men's basketball as their #1 sport and focus that 75% on that. Same goes with all the other ACC schools.
Take a look at the top D-Cup competitors, and one will find that it's mostly dominated by the high academic P4 schools. This tells me that the best athletes in the non-revenue sports are attracted to those programs for top level competition and the value of their degree at graduation. Perhaps those days are gone, but I expect only a small fraction of these athletes will be treated like the revenue sport athletes.
