Just use a dispense with any ítem in the up for the portal, a dispense with a normal clock, will fix you that part, and in the end, you put a snow golem that shoot the wither

I Build this exactly farm and for me is not working, the obsidian platform never is regenerated again. I have the chunkloader in the same chunk as the snow gollem, the snow gollem is moving up to the portal thanks to the dropper and the items inside. I don't know if this is working with the Minecraft 1.21
I've just built it in 1.21 and it does work, only thing I can think of is checking the direction (east) and boats facing south as well as the silverfish and snow golem boats being on the correct block. Also check chunk loader is in the same chunk as the snow golem (or if you're on a server you can just use an alt account and use no chunk loader and no seed clock, just use a lever instead)

This farm worked for me in a test in another world that I did, but in my real world it doesn't work for me because the dropper doesn't drop the item and the golem never goes up to the portal.
you can build another sand duper but inside the end not outside i also had that problem and i just build another design inside the end (i recommend rays works design and kelp mc have a really good tt on it)

fully vannilla snowgolem does trow snow balls but doesn't damage wither
snow golems aren't supposed to do damage, they're only supposed to attack the wither, regardless of damage, so that it can break the obsidian under it
