i work with schools who won't even find a kid eligible for an iep... working on it, but the families suffer for it. are there compliance complaints possible in those cases?

Hi Tami, YES. When a district fails to find a student eligible for special education, this is a "Child Find" violation. I recommend parents request a Psychoeducational IEE to combat the district denial and show legal evidence of their violation, as most often, the IEE will find the student eliable.
