Stock Enterprises LLC (Leonard Stock) manufacturers the Grappler Police Bumpers however they are a small operation and can’t seem to scale fast enough even after 8 years of making them. Ideally if they would partner with a larger company or sell the IP to someone who can scale it faster you would see them being used in more agencies nationwide. About $6k-7k per unit and about $350 to replace the net. Much cheaper than vehicle damage from pursuits and PITs and lawsuits.
LAPD has trained everyone to just turn off your lights and drive recklessly and you are free to do what ever you want. Doesn’t matter if you’re an armed carjacker or murderer(unless you shot at a cop) recklessly driving is your ticket to freedom.

The police departments in Southern California have to start going to a more aggressive approach there's no way around it it has to be done. These suspects need to be charged with every single traffic violation and given X amount of days in prison for each violation. No plea deals either. These suspects have plenty of time to rethink their terrible choices and make a responsible decision, yet most of the time they run until they crash or get caught. Recently renamed Harrisville, these pursuits are a legalized sport here In LA now. (The suspects usually get away) even with 10 pursuing officers and sometimes dual air support. They'll be chasing this very same dude 3 weeks from now (if not tomorrow.) You can take that to the bank.
