Actually glucose level determines the energy status and ATP level in the body .and fatty acid breakdown / formation entirely depends upon the energy status
Fats burns in the flame of carbohydrates. For acetyl coA to be oxidised completely through TCA it has to combine with oxaloacetate (the very first step in TCA or Kreb's cyclye) and this oxaloacetate comes from carbs so fatty acid oxidation needs carbs.
