Looking at time of use in regional QLD the off peak peroid is during the day , late night and early hours of the morning ( till 9am ) is shoulder. Think the off peak times reflect the excess roof top solar generation have in Oz . I've always been negative towards time of use metering but I'm thinking of switching to time of use as the peak rate isn't excessive , if it was closer to 50cents kWh or more it wouldn't be worth it.
Nobody shows any math and all assume you will still use energy hogs during on peak. Peak hours where I live are only 3 hours per day. The other 21 hours are off-peak.
