The speedpaint makes this art process look so efficient, unfortunately this speed is only achieveable in reality if one has memorized most patterns of pixel art characters poses and objects or is able to draw without editing too much from his visualization alone (in other words, true mastery). And the result is unique but never could be as detailed and efficient as 3D modeling for long term landscapes and animating. Therefore pixel art is a digital art style the minority will really be passionate and devote to it(from the past until now), and for that, I respect you. Thanks for your inspiration. I would recommend taking a look here ( pixeljoint.com/ ) and here ( pixelation.org/ ). I also recommend starting small, i.e, using small canvas, for example, 32x32, 40x40, 48x48, etc. Pixel art is about making detailed small art. For example, what is your favorite game character? Try making it in a 32x32 pixels canvas. That's how you learn pixel art.
I don't know where this work is on my PC, but maybe you could print the screen at the end of the video, where the palette is displayed, and use the eyedropper tool to get the colors.

If it's for personal use, yes. Just get a sprite you like and scale up to the desired size, using "Interpolation: Nearest Neighbor" to avoid blurrying the image.

I was watching your Dino Crisis demake and was floored how you took the simplest of shapes and just applied shades of color to make the whole scene. Really neat stuff. It's not necessary, you can create a new palette each time you make a work, like I do. But having a default color palette will save you some time. Also, there are very good color palettes out there made by excellent artists. You should ask here: pixelation.org/ or here: pixeljoint.com/forum/
