Devil hulk does come out in Immortal hulk the comic, essentially he is the hulk with intelligence, not like scientist intelligence more like wise and able to read people well, the thing is that he is actually a bit weaker then "savage" hulk the normal child like persona we see most of the time.
He still looks like the Hulk but is described in immortal Hulk to be one of the tallest personalities along with Green Scar (the merged personality that Hulk had in Sakaar and in world war Hulk) and bulkier, he also has a higher control of his gamma radiation. But overall he just looks like a bigger and inteligent version of savage Hulk, just replace the screaming rage with quiet but still seething hatred in his overall demeanor.

The Devil Hulk is the evil that Bruce's father inflicted on him through his abusive treatment during childhood. Bruce has bottled him up for a very long time, more so than Hulk, which has made Devil Hulk far more dangerous and definitely evil, unlike the all lovin Hulk.

Looking back, the Devil Hulk was actually a good guy, more protective of Bruce than he realized but because of Bruce’s self loathing, it sounds completely distorted. Read Immortal Hulk and you get a good understanding of what the Devil Hulk actually is

The devil hulk isn’t his father it’s the manifestation of Bruce’s malice and hatred. But I would love to see the devil hulk in the mcu but first we need to go deeper into Bruce’s backstory and what happened to his father.

Yes. But that's the thing. Bruce never HAD a loving father, therefore his depiction of one is still that of a malicious and monstrous being as he never experienced such love first hand and even that seemed scary for him. That's why Devil Hulk acts so creepy and has that reptile/demonic look. In reality though, the Devil Hulk cares deeply for Bruce and other Hulk personalities, being the culmination of all their anger and frustration with the world, willing to destroy it entirely if needed to make Bruce safe and happy. The Devil Hulk is also extremely vengeful when it comes to those who hurt Bruce, having been the one who killed Brian Banner when he attacked Bruce on his mother's grave(not as a transformation though, his personality just influenced Bruce to take action and later on Bruce didn't even recall those events the same way).
