In order to send to someone else's public key, that someone has to send you his/ her public key through a secure channel first. You need to know the public key so that the mailing service knows the correct recipient. If I haven't clarified it well enough please let me know and I'll try explaining it in a different way.
I have never dealt with darknet markets but I believe I explained how to get the public key and how to view it. Make sure you don’t send your private key
