When packet switching used the datagram approach routing is not taking place?

As explain the video, In datagram approach packets are sends via random routes. Is it mean in that approach routes are not used or adhere to the routine service to find the best route to send the data?

Best routes are selected.
If the best route is busy then it choose next best. So on it will
