The director, Todd Sheets, made a whole bunch of SOVs in the 90s and early 2000s. He’s still making movies. I would highly recommend the Zombie Bloodbath trilogy and Bonehill Road (another werewolf movie of his)

It looks to me like this was filmed at a decommissioned government bunker. There are a few of them from cold war era. They are massive and you can tour some of them.

Sometimes if the water situation isn’t bad they’ll turn old underground mines into offices storage and factories. There’s a facility owned by the Hunt family that extends under an amusement park.
Jason, a week or 2 ago, you posted a poll asking for our favorite movies to see you do, and I didn't really see any options that fit my opinion. But this movie fits mine exactly, and I think i'd call it "bad but punches above it's weight class"

It's Kansas City. They shot a lot of the stuff in the West Bottoms it looks like, an industrial area that's mostly trains and warehouses. I thought it looked familiar until I found the original and that helicopter shot was downtown KC. I guess my hometown looked pretty rough in the early '90s.
Within the first minute and a half... I was already blown away by the camera work. Unbelievable job... Considering it was shot on video! Edit: This movie was amazing!
I'm pretty sure the underground facility is the "Bussen Underground Warehouse" located in Missouri. I recognized the skyline of Kansas City in the movie. I'd seen that facility in other videos. I'd leave a link to Bussen but RUclips doesn't allow links in comments.
