His response was so passionate, clear, and detailed that is seems very unlikely that his statement that the "agency doesn't do this" is true. He relived the scenario as if he had personal experience. This is clearly something he has spent a ton of time thinking about, in the very least. He also seemed to know a ton about the case while also knowing nothing about it at all.
