Heads-up: Felix does not double The Mindskinner's mill ability because it is a replacement effect, not a triggered ability. For all intents and purposes, The Mindskinner has anti-synergy with Felix.

Mind skinner just shuts off your engine, and isn’t a triggered ability, thus can’t trigger again. Wouldn’t recommend.
