I would imagine that the shield used in this fight would actually be able to deflect Clover's Soul Beam, and Axis's strategy from the moment he realizes that would be to try and bounce your shots back at you while sending attacks at you to encourage you to shoot towards him with his attacks now being destructible.
I like to imagine when Axis spills the beans about the Human he killed and Clover gets their Justice Blast, the shield can actually tank the laser. Your new objective turns into chipping down the shield with the laser. In which after Axis will try to do one last desperation move by blocking with his pipe, which breaks of course. That's when he begs for mercy.

Axis should've brought an U-Pipe for return-to-sender purposes. Jokes aside, it would be cool if Axis knew you were a murderer, and went berserk because you killed the monsters he was made to protect. I'm talking Full-body-overlock, override Steamworks mainframe to pull down steam for both power and offense, and go god-mode on you. He failed his purpose, but he will not fail any more, even if it results in his own termination, if the entirety of Steamworks has to come crashing down just to end Clover, to ensure no other monster gets hurt because of them, then Axis will make it'll all come crashing down. Also I would've expected the colors to be orange and/or whiteish gray, because, you know, boilers(fire) and steam.
