In Finland we call it ”hat shelf” (hattuhylly).

In English it might be called a "Parcel Tray" (or "Parcel Shelf", on sedan cars with a separate boot/trunk, where the back window glass is fixed). Sometimes now it is just a soft curtain to prevent thieves from looking in the back window. Then it might be called something like "luggage screen" or "cargo blind".
