The magazine hit on the bottom is to make sure that it is secured. Sometimes the mag clicks but when you rack the charging handle you get a misfeed or nothing at all so tap the bottom to ensure it's secured.

The magazine has an issue in the M4 and it doesn't load rounds correctly sometimes. You tend to get dirt or debris in them and slapping them knocks it out.
