Those are shaft or adit, that they use to remove all the excess rock when they blasted the water tunnels. I assume that they control the waterflow down to the hydro electric powerstation from that building back in the days. They started to build these tunnels in early 1900's.

Thx Mr M , yes i have been blown out of the road, on this trip no wind to speak of just a strong upwind\draft from the valley belowe .
