I think it’s less about Steve’s army days, and more about the fact that he had to film a bunch of cheesy videos for kids. I’m hundred percent convince that Steve personally does not care about swears, and it was a legit reflex after too much guest speaking appearances in schools. XD
Also remember that he as a person is one of the purest humans around. He views everything he does as requiring a reason. The "language!" thing would have been hilarious...if they actually had Cap never use bad language himself. But they did....so it kinda falls flat and he just looks stupid. Joss Whedon's interpretation of Cap in the first Avengers movie was the best, in my opinion. They should have actually tried to make him the awkward geeky-ish "old man"--he's super likeable that way.
