The Penang state football team was founded in 1921 - one of Malaysia's oldest state football teams - but it was administered by the Penang state's football association then. Until the restructuring of the league and its changes in regulations which requires all teams to be independent from their respective state football associations to align with the Asian Football Confederation licensing standards, thus the Penang football team was rebranded as Penang Football Club in late 2020.
