That's... something not simple, like everything about Oberon. If I recall correctly, near the end Oberon says he didn't give a damn about her and did what he did for her to fulfil her mission, which meant the end of Faerie Britain, his very purpose as the island's will to commit suicide. But because of his curse (everything he says and does will get twisted into a lie) and his nature as a Pretender, that's not true. Oberon is not allowed to show his true emotions, because the moment he does it will get twisted into a lie. People paint him as the epitome of tsundere, but that is not true; his lies are not always the opposite of what he truly means. Those are bad liars; if it really was that simple, then it would be pointless for him to be Pretender in the first place and should have stick to Avenger given his hatred towards Proper Human History and how Nasu described his overall character, the "vengeance of stories upon its readers who only go with the trend". Good deceivers tell a convincing lie by mixing a mote of truth with falsehoods, not by saying the opposite of what they meant or not saying anything related to the truth. There are sometimes where his lies are blatantly obvious though. Indifference is something that can't get twisted between love or hate, so him saying he does not care is a good hint he actually does (I know it contradicts what I just said but bear it with me). For example, what he did to Blanca - after taking Cernunnos' curses for him, Oberon said he didn't cared and kicked her off the Storm Border, which was a shitty move from his part... but then you see his final ascension and his bond CE. He cared for her, he just kept it to himself because he has no other choice. The narrative tells after he falls into the abyss that should he encounter something similar to the fictional Titania, he would never acknowledge it, because there are things he can allow to get twisted into a lie, but not his true feelings. As for Castoria... he cares about her and she is one of the few individuals he does not hate. Keep in mind that Oberon Vortigern was born from Britain disgust towards it's inhabitants, the faeries that carry the sin of the Six that betrayed and killed Cernunnos. But Castoria is not such faerie, she is from Paradise, from Avalon. She does not carry any sin, Oberon has no fundamental reason to hate her. Oberon can't be honest with her but luckily for him, he doesn't need to because Castoria has Faerie Eyes that allows her to see through his bullshit (and he can see through her bullshit as well) as long as he is physically close. After all, she did not know the voice that claimed to be Merlin was actually Oberon. He couldn't help her as "himself", so he pretended to be Merlin, the person who raised, trained and cared for Artoria in Proper Human History. The Magus of Flowers was the perfect character to create all that charade that lasted a year. When the two start their journey with the protagonist, when he chastises Castoria for her childish behaviour in Gloucester, you have the option to point out that he is acting like her "father". And in a way he is, both her surrogate father and her teacher like Merlin was for Artoria in Proper Human History. At the end of the day, they are like family or best friends bickering and messing with each other. It's just you won't hear him saying something too affectionate. If he does, he might say it in the most dickish way, like when he said the protagonist was the "least insignificant pawn", which was closer to "my best friend".

I see him more as Akechi from Persona 5, especially since he has "two facets." Both also have a complicated relationship with the main character. But yeah, despite everything, he still cares about Castoria and Ritsuka.
