You are using the screwdriver to keep the stay rod aimed properly at the hole it needs to pop back in to. Without the screwdriver, the stay rod will not remain aligned with the hole and will not pop back in. The force on the screwdriver needs to lever the stay rod towards the center of the hole, which means you will be pulling the handle of the screwdriver towards the back of the Jeep while you are trying to close the tailgate.
Apply gentle pressure and tap the bend with a rubber mallet. Pops right back in.
