  • "When I was a commissioner in Faisalabad from 1992 to 1994, with my own authority I was able to build a bypass for the city's industrial traffic. We completed it in one year.
    Now, over the years, we have devolved authority so much that a commissioner has no power to execute such a project - it will go all the way up to the Chief Minister."
