Is there any strategy involved in this game besides deciding when to re-roll the cargo?

Question. Can you bank cargo or do you always reroll the 2 cargo dice. For instance could player 3 have banked the 6 and rerolled the fifth dice as a single or do they have to reroll the 6 as well

No, one has to re-roll both or none in the instance you described.
