I've been to Chicago and NYC. Chicago gets a bad rap because its has some slums far from the center of the city that have high crime. No tourists go to those slums. There is nothing to do there. As long as you stay in the city, there is little crime and I dare say less than NYC where there is crime everywhere. Yes, the crime in NYC is not as bad as it was in the 70's and 80's, but you still have to be somewhat careful and watch over your shoulder in NYC. Chicago is far more laid back and the people aren't paranoid like they are in NYC. Chicago is also a lot cleaner and beautifully landscaped with flower beds everywhere. The garbage in Chicago is kept in alleyways, unlike NYC where garbage cans are put in the front of the buildings and on a hot summer day the stench of cooking garbage is enough to make you puke. This brings out the rats and roaches while walking. Chicago's subways are a lot cleaner than NYC's. Look up rats in the NYC subway and there are videos of rats everywhere. In NYC, in the wintertime they let the snow pile up in mountains, in Chicago they instantly go out and start plowing the snow. I was in Chicago this past February when the city had one of the largest snowstorms in history, all day and night, there were people plowing the snow.
