The program doesn’t matter much since it’s handddrawn, any program that allows that kind of animation will work, I know procreate, FlipaClip and Ibis paint all work on mobile
@@Kwoojinn tvpaint is the one they use in gobelins, toonboom is an industry standard for vector based and rigged stuff but you can very much make frame by frame there.

Flipaclip is good for animating on mobile, but some of it's features are limited or in beta. Ibis paint x is aswell, but it doesnt have audio import enabled, and Clip Studio Paint (I think) is good, but costs a chunk of money

TYYY SO MUCH!! I know this is more like a hair animation tutorial, but this was so useful for animating a tie. You're legit a life saver.
You can also make 2 opposite S curves with a C curve in between as mentioned by a Trigger studio lead animator.
