The word exchange animations and voices were recycled from Budokai 2, and in THAT game Cell was in his perfect form by default, which is why Cell has his perfect voice in his first form in this game
It was kept that way because the Japanese voice actor wouldn't do anything else but imperfect Cell, and they only used his voices. It's weird. But kind of funny seeing Perfect Cell squeal like the stuck pig.
Eu acho que a Toei Animation podia ter colocado o Cooler nesse filme, só numa cena bem em específica, depois que a nave que o Goku (bebê) estava vai pro espaço bem que eles podia ter mostrado a quela cena do filme do Cooler em que ele ver a nave de Goku (bebê) indo embora do planeta Vegeta, pensem na cena mostrado a reação de Bardock quando ver uma nave do exército do Freeza, ele fica assustado e fica parado olhando pra nave que ele poderia ter pensado que a ia destruir a nave do Goku (bebê), ai a cena corta pra dentro da neve e mostra o rosto de Cooler num tom escuro, e um de seus soldados fala da nave de Goku (bebê) e pergunta se deve destruir a nave, mas ae o Cooler fala que foi um erro de Freeza, e ele que sofra com as consequências do seu erro, dai depois da nave de Goku (bebê) ter passado e nada ter acontecido Bardock fica mais calmo e fala pra Gine voltar pra casa, e depois volta para as cenas normais do filme, pensem como seria legal ver mais um personagem virar canon.
Budokai 1 does have a more appealing story mode, fun details like people's constumes resembling the respective scenes and Zarbon, Dodoria, 19 being playable is pretty cool. 3 is overall much better as a game, but I find Budokai 1 much more charming.
