After reading around, idk if its true but it can fold down before swimming, at least that's what IGN said can't remember what game pokedex ._.
Gifs of the anime show that to be true as well, the neck fin is very flexibly flimsy and in some gifs laid back during attacks and swimming
Most fish I've seen have very delicate, flexible fins. I imagine the frill works the same way.

I'm doing a second binge of the Eeveelution series, and I just realised that Vaporeon is most likely the influencer of the family, so everyone but Eevee gets fed up with her taking a long time getting ready.

Like when Vaporeon went to where ever she stores her dolls she meets another doll, then she asks what happened to Vaporeon during her customization. "how does vaporeon swim with that neck frill?" i know this was mostly a joke question but as a nerd abt pokemon biology, id imagine they have muscles to control their head fins and frill as well, so they can be pulled back when swimming and lessen drag! they probably exist in the first place just as plumage, as eeveelutions are very very plumage-y, and like to show off. plus it makes them look bigger to their opponent, which helps in intimidating! cats do that irl, and eeveelutions have a pretty cat-like body shape, so it works out =)

I know this video is like forever old but I’m always gonna be really happy that you went with legs and a fish tail. Not only does it make her look more vaporeon and helps her not just look like a generic mermaid it also just makes her fit more with the rest of the eeveelution dolls
Towards the beginning, she sounds less enthusiastic, but I’m glad she seems happier in more recent videos 💕💕

That would look pretty silly, I think they use their tails and hindlegs for propulsion and paddle with the front paws to steer. The frill, being flexible, would fold against the neck. Hey, maybe it can collect oxygen like a fish's gills so they don't need to come up and breathe very often (if at all).

I know this will get lost in the comments and no one will read it, but I would love if she could do some of the cats from the warrior cats series. I really like the series and am getting the books soon. I feel like that cats would be beautiful in doll form, along with Dollightful's amazing style of art. Just a suggestion!

Some fish that have that feature are able to fold it in and out around the neck area, and only show it off when their territory is at stake. I don’t remember what that type of fish is called, but I know that this info is reliable because it came from National Geographic.

I actually like the coral sleeves better than the lilac. I think if you'd kept the lilac, there would've been a few too many cool colors in Vaporeon's design, so I think the switch to coral works better. Kinda like Eevee's hair, it balances the values of the color scheme.
squish your reasoning it very good but I dare to disagree. The Pokemons colour pallet is mainly cool colours if you ignore the primrose yellow in her fins. The coral does stray away from the pokemon as there is no pink in her design but it does still look good.

I think Vaporeon could use the neck frill as a way of telling other pokemon to get out of their territory. Male betta fish do something similar called flaring, where they stretch out their fins and gills to appear bigger.

This has always been one of my favorite eeveelution customs of yours. Vaporeon is personally one of my favorite Pokémon, so that's probably why I love her so much, I just thought you did a great job putting a Pokémon into your own design and into a doll. She looks so majestic and a perfect vision of the Pokémon itself.
