It exploits the way those falling platforms work and the game layer the pipe is on. The piranha plant is hidden behind the pipe and moves up and down, and it can still hurt Mario. Just one of the many ways creators of these hacks find creative ways to exploit the game's mechanics to create a unique challenge you wouldn't see in Mario brothers
