Shanks cares too much about the peace and Whitebeard too much about his family that they would never risk safety to pursue the one piece. Big Mom's crew is completely disfunctional, and while strong they were never competent enough to actually get things done. And Kaido only focused on building up strength when it was clear more was needed in order to become Pirate King.

That said, he did get lucky in that he not only had the voice of all things but also that Oden was willing to leave Whitebeard's crew to help him find Laughtale. If Oden had been on any other pirate crew, Roger never would have gotten him to join.

This video made me realize, the OG Yonko and the New Yonko kinda juxtapose each other in terms of what crew they descended from. 3/4 of the OG Yonko were Rocks crew members, Shanks being the only holdout. Now, 2 of the Yonko are Roger crew members and Luffy is basically Roger's inheritor. The only holdout this time is Blackbeard, who probably would've fit in better with the previous lineup as an inheritor of Rocks' will. Even though Roger started the era, it was still mainly pirates from Rocks' crew who controlled the era. Now that is changing, Roger's influence is overpowering

I kind of feel like the Cross Guild's counterpart is Red Haired pirates. Like stated, Red Haired pirates have a weakling alliance, while the Cross Guild has a puppet leader/ ie weakling boss. You could also argue that Cross Guild is pretty flashy, using their reputation to not only spread their power, but defend their power, while Shank's Red Haired pirates are pretty humble, don't start fights, work mostly in self-defense, and give the appearance of being a small crew.
I feel as if Cross Guild and Shanks Crew are the comparison here. Ones masses are lifted up by its CAPTAIN (savior), whilst the others MASSES lift up their captain (savior). Perhaps a better way to say it is that its Shanks who "makes" his crew, whereas the crew is what has "made" Buggy.

Haven't listened to the podcast, but I would think Cross Guild is a parallel to the marines. They are a group that is becoming more legitimate as the marines become more illegitimate.
You could say the foil to Cross Guild are the Marines. As you said Cross Guild is a group of misfits that are ran by a weak person as their face, but really ran by two people that don't play well with others. As where the lower Marines are instilled with a purpose, their face is an extremely powerful magma user, and are being run by a group that seems telepathically. leaked.
Wouldn't Cross guild be fulfilling potential. However you look at it, Crocodile, Mihawk and Buggy fit this description perfectly. Crocodile who'd been the only one in the start of the story with the ability to decipher ponyglyphs through Robin surpassing all the other Yonkos of that time, had chosen to settle for Alabasta instead, despite having a solid chance of getting the One piece. Mihawk the strongest swordsman in the world had simply lost ambition as stated in the SBS not seeking challenge as he used to, whatever grudge he had against the marines was given up on, instead he started living in isolation in a fallen kingdom. Buggy's case is similar, despite journeying with Roger to the One piece, he'd given up his dream of becoming the PK in the face of Shanks, losing all of his ambition and settling for the east blue and it's treasures. However the three had changed with their encounters with the Straw hats who embody dreams. Currently, they not only represent the PK's statement of wealth, fame and power perfectly amongst all the other Yonko crews wether in the past or present. They also have in my opinion the highest chance of achieving that title. With BB's clash with the navy, Imu having her eyes on him and Shanks chasing after his traces. Luffy falling in trouble with new threats constantly. The only unoccupied crew to make actions and movements for the One piece is Cross guild. The One piece is a race with it's treasures being for those that reach it first without the need of fighting. Buggy had said "Wether through luck or fate he's now standing on equal footing with Shanks" and by extension the other Yonko. This could also fit Crocodile and Mihawk, Buggy's motivational declaration to seek the One piece could have shaken something in these 2 aloof characters, after all they have been present at Roger's own execution and declaration. So perhaps Cross guild are meant to live to their potential fully as individuals and as a group. Crocodile and Mihawk seemed to share the goal of making a Utopia, while Buggy and Crocodile had both strived for the title of PK. Perhaps with Crocodile as their link & technically the one who brought the 2 together in the first place could make their dreams work together. Their counterpart would be the Rocks pirates, a group so strong with so much potential they failed to fulfill. They had crumbled in the end due to their clashing ideals. They fit the description of 'Unfulfilled potential'
Interestingly, the Rocks Pirates all went on to be great pirates on their own. As they got older, they clashed with the Pirate King, and several former members ended up to be Emperors during the Golden Age of Piracy. Cross Guild, on the other hand, was created by well-known pirates who have already reached their peak and given up on their goals. As you explained, Cross Guild will then be the group that will allow each of them to get back and fulfill their previously lost ambitions.
Honorable Mention: Doflamingo Family. All of them have something broken inside of them. So that they follow Doflamingo till the die. That's the kind of people Doflamingo chooses. Like Baby 5 with her traumatic childhood, Senor Pink and his traumatic married life, or Law and his traumatic life. Mirrors Doflamingo's own history too.
I feel the opposite of the cross guild is the marines, similarly misfitting individual opinions bound together by shared order. The admirals are just as fragmented in their thinking compared to each other
