Julia HB doesn't seem to understand the difference between turnout and the vote result. The two are different. Rob makes an excellent point here about trade unions being the only group who are required to meet a more than 50% turnout (ie. proportion of the total who actually vote). Julia HB says that in a general election, voters have the right not to vote - but doesn't seem to want to extend this right to workers when voting in a union. As Rob says, sometimes a very high proportion of those who vote in a union ballot have voted for action, but because less than half of all eligible union members didn't vote at all, the whole vote is invalidated.
