From the markings and wood base I would assume they are Yoshihiro. Also, I would imagine they would use their own stones on their channel. I could be wrong though.
You have to use a stone, a rust eraser won't be cutting it. The deeper the scratch is, the rougher the stone, more grit progressions, and the more material you will have to take off.
