Those LED's look like high power LED's to me (@ 4:09 ), and there's 4 of them in series. But in the end you're right, for normal LED's you might need some resistors.
Of course, if you drop 6 v from a 9 v battery, these 6 v (1/3) are wasted. It's a better idea to put these LED in series and only 3, also, a small resistor is always a good idea because the internal resistance of some batteries is very low.

Here's an idea. For the bottle boat try to attach something in the front so to balance it a bit upward. If I'm not mistaking you might lift the bottom just a bit so that the tension motor only touches the water with one of the spoon portions and not with the middle of the whole thing. :)
