Sketch Tips: Dimensions and Relationships

The typed in dims as you show in the video to give a fully defined sketch does not work on my system. I am using the latest SW and have contacted my support people and they cannot make it work either. My sketches show the dim but it is a driven dim. Is there a way to change this option that I am not aware of?
