There are two terrorists, which you HAVE to let in, because if you don't they are scripted to never end the day, until you let them in. But aside of that it is possible to win while not letting anyone else in. I call it "Full denial run". It is only possible because number of denials is always higher than number of people that you have to accept. As far as I know you can't win while trying to let everyone in because of how this game works. But to succed you need to have enough luck with first days, so your family doesn't die out of hunger, and so that you don't run into debt.
