Suguru's last act of goodness was preventing Gojo from descending down the path he'd eventually take himself.

Sure geto killed lots of normal people and sorcerers. But he also saved every single one of them by lying to Gojo here.
What nobody seems to understand from this scene is that Geto has already snapped. He snapped the moment Amanai was killed. His fight with Toji was him trying to deny the truth, that there is no reason for sorcerors to protect Humanity. Sorcerors are the product of an escalation that Humanity forced upon itself. As the majority waned and lost their connection to the esoteric, sorcerors would eventually become a different breed designed specifically for exterminating curses. So, for Geto, the realization that this escalation is the result of idle meandering by fools who don't know any better, that it was ultimately a pointless death by an organization that would crumble from within and fall to dust, this moment is where he tries one last time to hold onto the last shred of Humanity he has.
Yuki wasn't the one who pushed him over the edge. Geto had already decided that only sorcerors deserved life because only they could mitigate their own mistakes. The rest of Humanity was, to him, a ticking time-bomb and sorcerors were the bloodied and sweating bomb squad working tirelessly to disarm each bomb. Gojo, on the other hand, saw the flaws of Jujutsu Society, that it was actively participating in a system of nepotism and being weighed down by the outdated principles of geezers who couldn't run with the younger generation. For Gojo, the issue was always how Jujutsu Society prided itself on secrecy and would risk the stability of normal society to maintain its authority from the shadows.
Geto's line about the SRG applies just as much to Jujutsu Society. The people at the top are problematic. Eventually, the system will collapse. Shibuya was the breaking point, when the foundations began to crumble. All Gojo did by staying Yuuji's execution was ensure that the collapse of JJS happened sooner rather than later.

Geto is the true hero of JJK, if he had let Gojo become the villain then sukuna would actually become the good guy since all of them combined wouldn't be able to do shit against the honored one
