It's a puzzle platformer released in 2011 on the 3DS eShop for $5.99. In each level you play as a cybernetic police officer shooting monsters and capturing 5 criminals in specific locations. An HD version of the game titled "Mighty Switch Force! Hyper Drive Edition" with even more content is available on the Wii U eShop and Steam for $9.99. A sequel was released near summer of 2013 themed around firefighting, and then in 2015 there was a mobile game and what I guess could be considered a prequel to the first game. (I'm not too sure since I've only played the first two games) As for the second question I'm not sure. Probably a stylistic choice made by devs at WayForward. I like it though, along with the soundtrack.
