But that is why people and companies setup shell companies in tax Haven's or places that allow for anonymous incorporations that are used to hold cash in bank accounts. You can then either invest the cash or spend it in otherwise legit businesses that you control to clean it, or have a corrupt banker or representative issue you a "loan" using the money. The loan process in this scenario is probably the most straightforward process.
