I certainly can't vouch for those QC-issues, (I mean... REALLY, Playmates?) but here's a little collectors-hack for the tail; try dipping a paintbrush in some acetone (nail-polish-remover) and painting the inside of the tail-joint around the tail, carefully working it back-and-forth with a prying-tool and repeating the process until, hopefully, the tail works its way out. IDK if it'll succeed, but it's worth a try. =)
The tail is all black. I have the same reissue of Bebop and I was fortunate with the tail but suffered the same exact right hand issues that you had with your figure.
It’s actually really awesome that there’s differences. It gives nostalgia without corrupting the collectors market.

i hate that they get paint wrong but they should atleast get the figures to work right
