Depending on the wheel choice, you can fit a 40 to a 42 easily on that frame. The Pirelli P Zero Race in a 40 is a lovely road or possible smooth tire gravel tire. The Bontrager Girona RSL in a 38 are a lovely tire as well. The wheels you have I would try the Girona in a 42, as they should not balloon out too much with a 23 internal width.
